The Park and Recreation Commission held a meeting on Tuesday July 21, 2009 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

James Shea made a motion to approve the May minutes.  Pat Curtin seconded.

Ellen Talkowsky – Heritage Days –Hand out of Full Heritage Schedule and Events
James Shea made a motion to approve the planed events for July 31 – August 11 2009.  Amy Everitt seconded.

James Shea made a motion to approve the Haunted Happenings events in the Common for October 1 – October 31 2009.  With the food stations to be more presentable.  He would like the trailers to be decorated and more festive.   Amy Everitt seconded.

Lisa Gauvain – Witchfest 2010 – requests the Common for the first week in October 2010.  
Ellen Talkowski said she has NOTHING scheduled for the first week of October for the Common, so she is all set with Lisa Gauvain to use the Common as requested, even though Ellen has a blanket permit.  
The Commission would like to information and details.  They would like to see Salem people on the Committee and someone from Salem responsible.  They would like them to form a Committee with local people and come back to them.  Ellen Talkowsky doesn’t mind being in the loop with this organization.  
James Shea made a motion to have them come back with more information and the following references needed for next meeting:

*Tax ID #
*Non Profit Organization Information

RFP for Common playground will have to be tailored to what already has been approved.
$90,000.00 playground, $3,000.00 - $5,000.00 will be taken out of the Capital Improvement money.

James Shea made a motion to go for RFP as approved by the Historical Commission, and Park and Recreation Commission, for the Tot Lot.  
James Shea withdrew his motion.

Laura Swanson made a motion to put out an RFP for the Salem Common Tot Lot include structures, colors, dimensions, and layout, that were approved by the Historical Commission and also the approval of the blueprint layout to where the structure is to be placed.  The structure should be equivalent or similar to the specs approved by the Historical Commission.  Also include the two letters of condition that were approved by the Historical Commission.  Amy Everitt seconded.

James Shea made a motion to approve the request for Clown Day at the Salem Willows.  Amy Everitt seconded.

James Shea made a motion to approve the logo to be put on the shed at McGrath Park.  Chris Burke seconded.

Gillian and Kevin Beck – Salem Kayak
The Commission would like them to keep the building the color it is, but if they plan to repaint it they ask that they paint it back to the original Green.

Temple of Nine Wells
James Shea made a motion to approve the request of the Temple of Nine Wells for October.  Pat Curtin seconded.

Safety issue regarding the fence at Common.  It is near the Tot Lot and needs to be looked at and welded or bolted, whatever they can do to keep the kids safe.

NEW BUSINESS
Bathroom doors down the Willows look like they were rotting need to take a look at them.

MET Tower – 50 meters tall, guide wires, anchors to be installed at Winter Island.  Wind Turbans.  They will come next meeting to discuss where they will place this turban.  Laura Swanson would like some information to go over before the meeting so the Commission will have questions ready.

OLD BUSINESS
Mass Highway August 17 @ Carlton School
Kathy Winn is working on reclaiming “City Land” from Ferris.

The next Park and Recreation Commission meeting will be held on Tuesday August 18, 2009, at the Park and Recreation Community Center located on Broad Street.
